بداية نثمن جهودكم ودوركم الريادي لنصرة القضايا العادلة على المستوى المحلي والدولي ونضع بين أيديكم الكريمة أزمة إنسانية ملحة وعاجلة تطول جميع المواطنين القاطنين في قطاع غزة المحاصر وهي عدم حصولهم على جواز السفر الفلسطيني نتيجة منع حكومة رام الله من إرسال دفاتر الجوازات الفارغة إلى قطاع غزة وذلك بدون سبب أو مبرر متجاهلة الناحية الإنسانية والأخلاقية في هذا الجانب بالرغم أننا في قطاع غزة عندما أبلغنا من طرفهم بعدم وجود دفاتر جوازات سفر لديهم اقتسمنا الكمية الموجودة بيننا وبينهم مما يعني أننا لم نقصر في حقهم ولم نحمل أي مشاعر سلبية ضدهم ، ونلخص لسيادتكم القضية في النقاط التالية:-
- منعت حكومة رام الله إرسال دفاتر جوازات السفر إلى قطاع غزة منذ شهر7 من عام 2008م وحتى تاريخه.
- يوجد آلاف المعاملات لدى الإدارة العامة للجوازات في قطاع غزة تنتظر تنفيذ تلك المعاملات منذ 10 شهور ولا يمكن تنفيذها لعدم وجود دفاتر الجوازات.
- يوجد العديد من الطلبة الذين لم يتمكنوا من إكمال دراستهم بالخارج وبعضهم قد تم فصلهم من جامعاتهم بسبب عدم حصولهم على جواز السفر والتمكن من السفر للالتحاق بجامعاتهم.
- يوجد أعداد كبيرة جداً من أصحاب الإقامات في الدول العربية والغربية مهددين بالطرد والتشرد من الدول المقيمين بها إذا لم يتم تجديد جوازات سفرهم.
هذه بعض النماذج لمشكلات كثيرة تمس شريحة واسعة من المجتمع الفلسطيني في قطاع غزة والسبب الرئيس فيها هو عدم حصولهم على جواز السفر الفلسطيني بالرغم من المحاولات العديدة التي قامت بها شخصيات وطنية لها احترامها وأعضاء مجلس تشريعي لحل هذه الاشكالية ولكن بدون جدوى.
ونحن بدورنا نضع بين أيديكم هذه القضية لثقتنا العالية بدوركم الفعال والمؤثر لتحقيق العدالة التي كفلتها جميع الشرائع السماوية وكل المواثيق والأعراف الدولية وإبراز هذه القضية للرأي الدولي والضغط على الجهات المعنية لحل هذه الإشكالية والتخفيف من معاناة المواطنين المحاصرين وقضاء حوائجهم.

Firstly, we appreciate your efforts and your pioneer role to support fair issues at the local and international levels. We want to inform you about a humanitarian pressing and urgent crisis, that affects all citizens living in the besieged Gaza Strip, which is the inability to obtain the Palestinian passport as a result of prevention of blank passport books to be sent to the Gaza Strip by the Palestinian government of Ramallah and without reason or justification ignoring the humanitarian and ethical terms in this aspect. Although when we were informed in the Gaza Strip that they had no passports books, we have shared them the existing amount, which means we did the right thing without carrying any negative feelings against them.
The case will be summarized in the following points:
1. The Government of Ramallah has prevented sending passport books to the Gaza Strip since July 2008 till now.
2. There are thousands of transactions at the General Directorate of Passports in the Gaza Strip, awaiting the implementation of those transactions since 10 months and can not be implemented for lack of passport books.
3. There are many students who have not been able to complete their studies abroad and some have been expelled from their universities because of inability to obtain passport and be able to travel to attend their universities accordingly.
4. There are very large numbers of stays’ owners in the Arab and West States are threatened with eviction and displacement of residents of the States, if their passports can’t be renewed.
These examples are some of many problems affecting a large segment of Palestinian society in Gaza, and the main reason is the lack of access to Palestinian passport despite of numerous attempts by national figures and respected members of Legislative Council to resolve this problem, but no avail.
Our part is to put this issue between your hands for our high-trust of your effective and efficient role to achieve justice, which is guaranteed by all heavenly religions, all international laws and norms and to highlight the issue for the international opinion to pressure on the concerned parties to solve this problem and alleviate the suffering of besiged people to get their needs.
