In a study issued at the end of March 2011 .. Professor Al Sayegh: Security Services in Gaza, more coherent and professional from security services in West Bank

Gaza-Interior Ministry

Prof. Yazied Sayigh, The researcher at International Carnegie Center for Peace and senior of Middle East Studies in the Department of War Studies at the Faculty of "Kinger" in London, has confirmed that the Palestinian Authority security forces in Gaza have benefited from the absence of external support, saying: " Hamas, chooses how to design policies and programs to the security forces, and they also sets the priorities , not these external donors states , adding:" Because of this sense of "ownership" the security sector in Gaza has became more coherent , and has the clear sequence of leadership, and he was able to develop the capacity of training and planning a more professional from security services  in West Bank .

 Re-building self-

Regarding to the control of society and state-building, Al Sayegh said , that the security sector in the Palestinian government in Gaza has been rebuilt and restructured without any of foreign states help, pointing out that it was technically, that they able to achieve the greatest progress, despite the shortage of available resources , " What forced them to rationalize its security sector as a whole ".

According to the reform agenda, he said: " The security sector in Gaza achieved the process of their entirely rebuilding , that its components are integrated more clearly within the security and unified system."

Sayegh assured , that Haniyeh's government and Hamas have not faced a problem saying " no" to outside interference, and he said: " It is clear that political and financial boycott endorsed by the Quartet of Middle East (the United States and the European Union, Russia and the United Nations) at the end of March 2006 intersected with Israeli Economic blockade and joint Egyptian - Israeli siege on the travel through the Rafah crossing, that all of these affairs made the self-reliance is an absolute necessity. "

Sayegh, showed that the officers of Palestinian authorities forces , who training within Fatah leadership , and joint Hamas government in the Gaza strip after June 2007 , shared largely  to return law and public system in Gaza ,  pointing out  this is confirm that the security sector controlled by Hamas showed that it is more effectively to use limited humanresources  for them 

As well as , he confirmed that the new police , which established by Hamas returned Arafat Center for Training , to join new affiliated members , and at the second stage returned the activation of public directorate for training  , in order to provide " specialized and security training " for all branches of the security of Palestinian authority forces , where 750 officers subjected to the courses of rehabilitation , which organized in 2008 , and 2010 .            

Meanwhile , he continued that the Ministry of Interior and national security in the Palestinian Government in Gaza , has established the Institute of Training ambulance officers and Rehabilitation of drivers , to strength the assistant services in the Palestinian authority forces – means civil defense , and Military Medical services , which serve public , pointing out that Police college was the most important achievements of Palestinian government in Gaza , which opened in October 2009 for first 150 students to subject them for  three years program , then get a certificate in Police and security, and having lieutenant . 

Sayegh explained that these developments , refer to the actual ability to planning , " that the Ministry of Interior has an actual independent to out the aims of  the security of Palestinian authority forces in Gaza , that they appointed the skills that need it severely , and to organize the context of followed training for it , with keeping the numbers of working forces members

He added , : " In the contract with " Security School " in West Bank , which resulted by multiplicity of donors and the lack of a unified curriculum, seems that the skills and knowledge acquired by Gaza trainees are being adapted to integrate with the local methods." 

Sayegh said ,  that in May 2010, the Palestinian Authority security forces in Gaza accepted 200 new member in the police after an internal review concluded that it needed to improve the balance between the ranks of imitators officers and noncommissioned officers, and individuals.
 

A variety of activities

Also , he emphasized that, according to a report issued by Interior Ministry in Gaza in a mid-October 2010 about its activities provides a useful indication of the difference in approach compared to the West Bank , saying : "The report said that the Ministry of Interior supervisedthe eighteen training course for 333 civilian staff Since the beginning of the year – and it is a large proportion of the total members in the different skills , which ranging among time management , human resources and management of computerized budget to strategic planning and creative thinking and the authorization for effective subordinates , where it allocated financial resources and material for the purpose of their own free will and efforts, and without urges by donors stats , " Indicating that it is a remarkable show of security in the Gaza Strip to appear in front of their audience as able to perform their duties and provide professional service.

In the same context Sayegh showed , that the success of Hanyieh government since June 2007 , to end the chaos and riot in Gaza strip , which resulted by clear sequence of leadership .  

 

He continued : " If the security forces at Palestinian authority in Gaza is a unified and  consolidate , the security sector in West Bank severely divided ,  that the directives Fall down from the individual leaders , and information ascend vertically up to them, with little lateral or horizontal coordination between the different branches in both cases. "  

He considered  that it is not only that the channels of communication and dependent vertical , which hinder the development of Palestinian Authority security forces and their performance, but also perpetuate the chronic weakness of the Ministry of the Interior and undermine its attempts to deliver its services for public.

He showed  that the Palestinian government in Gaza Strip, headed by Mr. Ismail Haniyeh was forced to rationalize its operations as a result of lack of a big external assistance other than assistance provided to Fata services in the Fayyad government in the West Bank.

Sayegh said: " the security forces in Gaza benefited in the absence of external support and Hamas-led government chose policies and programs views and set the priorities, which led to  the coherent of  Gaza Strip , " adding that the security services in the Gaza Strip has been able to develop the capacity of training and planning, described in the report as "more professional than those on which the security organs of the Fayyad government in the West Bank."

The researcher added: "Hamas confirmed quickly unambiguous civilian control of the security sector in Gaza, and the Palestinian government in Gaza launched immediately to  build a new security sector for it." 
  

New leadership


Sayegh praised the steps taken by martyr Said Siyam , Palestinian Interior Minister, to create new leadership of the police under the command of Maj. Gen. martyr Tawfiq Jaber who refused to comply with the conscientious policy approved by Fayyad's government, noting that the martyr Siyam grant Jaber the mandate to reorganize the PA security forces in Gaza. 

Also , he pointed out that the formal separation between al-Qassam Brigades and the security services in Gaza contributed to strength local security forces , which taking the lead in maintaining law and order.


Regarding to the generalcensorship  of the security services in Gaza, Sayegh said: "In contrast to Interior Ministry in West Bank represents one of the first steps taken by Siyam in the appointment of an observer -Commissioner to impose discipline within the Palestinian Authority security forces."

 

He continued: " It is clear that the man chosen by the Minister Siyam was a veteran cadre "Hassan Al-Siefi"  to exercise significant influence within the security sector attributed sub-offices in all five governorates of Gaza."


Sayegh strongly appreciated the personal of  martyr minister Said Siyam, saying: " These developments returned partly to the strength of Siyam character, but it also reflected the recognition that local legitimacy to the Palestinian government headed by Ismail Haniyeh , is largely dependent on a convincing show interest in public service."

While , he explained that the civil departments and administrations of public services at the Ministry of Interior of in the Gaza Strip has developed continuously, despite the imposed Israeli blockade on the strip for more than five years in a row.

Also he followed : Ministry of Interior was able to development the internet services to enable the people of Gaza to use  it highly to register births and deaths and to apply for passports and other documents and company registration and non-governmental organizations and providing complaints
